With 20+ years of experience in transformative marketing, communications, product, and brand strategy across sectors, startups, and Fortune 500 companies, Liya is a creative people leader and expert in marketing products and technology. She is a stellar communications practitioner with a deep understanding of how to bring companies to market, build brand value, and drive reputation.
Her previous roles include serving as VP of Marketing at Qualcomm, where she led global teams across markets and disciplines; helped build the company’s consumer product brand; navigated corporate crises through marketing and communications with strategic precision; and led the largest corporate rebrand in the company’s history. She also worked with government and policy audiences in Washington, D.C. to position the value of Qualcomm’s innovation, collaborated across business units and product teams, and engaged with key partners around the world.
In 2021, she co-founded Cercle, an AI and data tech company with a mission to transform healthcare for women, where she currently serves on the Board of Directors. Earlier in her career, she worked across several technology companies and served as a managing partner at a brand
and digital agency.

She holds a bachelor’s degree in psychology from the University of California, San Diego, and is currently completing a master’s degree in interior architecture and design from the Academy of Art University in San Francisco. Originally from Baku, Azerbaijan, Liya is a former professional Russian ballerina and holds a bachelor’s degree in dance.
